The 21st Bombardment Squadron was one of the first squadrons to make a land-based attack on the Japanese home islands on 18 July 1943, flying B-24 Liberators. This raid, against Shimushu and Paramushiru in the Kuril Islands, caused little or no damage, but was only the first of a long series of attacks on Japan from the north.

The 427th Bombardment Squadron was originally the 38th Reconnaissance Squadron. They were sailing to Hawaii to join its parent, the 19th Bomb Group, when the Japanese attacked Pearl Harbor on the 7th of December 1941. The ship carrying the 38th Reconnaissance Squadron returned to the mainland and the personnel were assigned to the 427th Bomb Squadron.
