The 38th Infantry Division ("Cyclone") is one of the eighteen divisions of the United States Army, and one of eight National Guard divisions. It is headquartered in Indianapolis, Indiana, and contains Army National Guard units from Indiana, Ohio, Kentucky, Delaware, Michigan and Tennessee. Formed in 1917, the division earned the special designation “Cyclone Division” after the division’s training camp at Camp Shelby, Mississippi was damaged by a springtime tornado. Deployed to France in the closing days of the Great War, the 38th Division was broken up to provide fillers for combat formations. In 1869 the Regular Army was kept at ten regiments of cavalry but cut to 25 regiments of Infantry, reducing the black complement to two regiments (the 24th and 25th (Colored) Infantry). The 38th and 41st were reorganized as the 25th, with headquarters in Jackson Barracks in New Orleans, Louisiana, in November 1869.

The Army was authorized to raise two regiments of black cavalry (the 9th and 10th (Colored) Cavalry) and four regiments of black infantry (the 38th, 39th, 40th, and 41st (Colored) Infantry). Orders sent to Maj. Gens. William T. Sherman and Philip H. Sheridan to raise four of these regiments. In Sherman’s Military Division of the Missouri, the 38th Infantry organized at Jefferson Barracks, near St. Louis, and the 10th Cavalry at Fort Leavenworth, Kan., while Sheridan’s Department of the Gulf provided the 39th Infantry and the 9th Cavalry, both organized in New Orleans.

The 38th Field Artillery Regiment is a field artillery regiment of the United States Army. 38th Field Artillery Battalion on 8 July 1941 along with a unit motto, “Steel Behind The Rock.’ It was redesignated to reflect the unit’s changing status, first as the 38th Artillery Regiment in 1958 and then fore the 38th Field Artillery in 1971. Its shield is red, the branch color of Artillery. A combination of three pallets and eight artillery shells denotes the numerical designation of the unit. The crest of the insignia contains Mt. Rainier, emblematic of Washington State where the Regiment was originally formed, and a star that stands for Texas, the location of Fort Sam Houston where the unit was organized and redesignated before World War II.

From October 2006 to September 2007, a company from the 38th Infantry Division saw extensive combat in Ramadi and Fallujah, Iraq. This company and its parent battalion were administratively assigned to the 38th Infantry Division, but operationally assigned to the 76th Infantry Brigade (Separate) just prior to the mobilization and deployment of 2006–07.
