The Division embarked for Europe in November 1951 to become part of the NATO forces undergoing training in Germany. The units of the 28th over a large section of Southern Germany. The primary mission of the 28th is to close with the enemy by fire and maneuver in order to capture or destroy him, or to repel his assault by fire and close combat. The mission of the Division is three-fold. First, it is to engage in a training program designed to improve its capabilities to fulfill its primary mission. Second, as a part of the North Atlantic Treaty Army, it is to help safeguard the peace and freedom of the people of Western Europe and North America. Third, by demonstrating to the people of Germany the high standard of American moral.

The 98th Bombardment Wing is an inactive United States Army Air Forces unit. Its last assignment was with the United States Air Force Reserve, based at Bedford Field, Massachusetts. It was inactivated on 27 June 1949.

The 24th Engineer Group (Construction) was reassigned from Korea to USAREUR on 20 December 1954 (less personnel and equipment). The Group was further assigned to the 7th Engineer Brigade on 1 October 1955. On 1 July 1974, with the inactivation of the US Army Engineer Command, Europe, the 24th Engr Gp was reassigned to HQ USAREUR. The Group was located at Kleber Kaserne, Kaiserslautern, Germany.

The 8 inch (203 mm) M110 self-propelled howitzer is an American-made self-propelled artillery system consisting of an M115 203 mm howitzer installed on a purpose-built chassis. The M110A2 is a self-propelled heavy artillery cannon with a crew of 12. Designed to be part of a common family of weapons utilising the same chassis components, the M107 and M110 were essentially the same vehicle mounting different barrels. This full-tracked, self-propelled artillery weapon that fires a 200-pound, eight-inch diameter projectile. The shell leaves the muzzle at a velocity of 2,300 feet per second and can travel more than 18 miles.

In late 1954, the Black Lion Battalion was withdrawn from the Reserves and assigned to the Regular Army. In February 1955, it was activated and assigned to USAREUR and an Engineer Battalion (Combat Heavy). From 1955 until 1960, the 249th Engineer Battalion (Construction) was stationed at Kleber Kaserne, ((Kaiserslautern, Germany)). Then it was dispatched to France for a time. Then the battalion was stationed at Gerszewski Barracks, Knielingen, Karlsruhe, Germany, under the command of the 18th Engineer Brigade, where it provided construction support to USAREUR elements stationed in Germany for the Cold War.

On June 14, 1969, the 7th Engineer Brigade relocated to Ludendorff Kaserne ("kaserne" is a loanword from German that means "barracks") in Kornwestheim to join VII Corps, at which time the Brigade activated six battalions under its headquarters. Both men and equipment for the brigade were taken from the 540th and 555th Engineer Groups, which in turn were inactivated.

The 79th Engineer Battalion was activated by the transfer of the battalion colors from Korea to Neureut Kaserne, Karlsruhe Germany and on 22 February 1955, the battalion started its construction work in that location. The construction mission included building hardstands, loading ramps, grease pits, POL areas and rehabilitation of buildings. On 30 June 1955 the work finished in France, the 79th loaded up and moved out to return to Karlsruhe.
