The property was later sold to the White County Water and Sewer Authority in 1958. In the 1960s, the U.S. Forest Service acquired the land surrounding Anna Ruby Falls and began developing the site for public access. A paved road was constructed from the visitors' center to the falls, and a parking area and observation deck were built. The falls were named after Anna Ruby Nichols, the daughter of John H.
